«The decree extends the validity of special legal regime of the HTP in 2020 until January 1, 2049 and significantly expands the list of activities of residents of the Park. They got the right to carry out educational activities in the field of information and communication technologies in the field of eSports, artificial intelligence, the activities of the operator platform, the operator of the exchange, cryptocurrency, mining and other», – explained in the press service of the Belarusian government.
The development of the «product model» of the IT companies in the country provides for the development of pools of a set of bills including tax. Among the innovations of the decree and legal use of technology of the blockchain and the digital tokens.
Until January 1, 2023 will not be subject to tax on profits from mining, the creation, acquisition, turnover for the disposal of tokens for Belarusian rubles, foreign currency, electronic money and (or) exchange for other tokens; and momentum for the disposal of tokens, including foreign organizations that do not have in Belarus the permanent missions.
In the legal practice of HTP residents can enter smart contracts, said the press service of the government.
Within the development decree is prepared and has already adopted a number of normative-legal acts that allow banks to carry out operations with the tokens. National standard of accounting and reporting «Digital signs (tokens)» is one of them.
Will also have to improve the system of combating money laundering and the financing of terrorism, protection against cyber attacks and other unauthorized exposure.
Coordinate the implementation of state policy in the field of digital transformation of the economy and development of information and communications technology Council will be the development of the digital economy chaired by Prime Minister Andrei Kobyakov.
The President also does not exclude the possibility of the formation of the country’s Ministry of digital economy – proposals for the creation of this Department have already come. Speaking about the decree, Lukashenko noted that there are many issues associated with the rapid development of technology. In this regard, he does not exclude the possibility of revision of the document in the future.
