Leningrad regional chamber of Commerce is engaged in the implementation of the digital economy in the housing sector. According to experts, in the Leningrad region has all the prerequisites for the implementation of high-tech platforms in the housing sector. For their implementation experts suggest using a scheme of public-private partnership, which will allow you to quickly transform promising ideas into concrete solutions.
The sphere of housing and communal services is considered one of the country’s economy. Every year the government allocates to the sector about a trillion rubles. However, housing is in Russia not at the level at which people would like to see it, experts believe. According to them, this is due to slow implementation in the field of digital technologies.
Konstantin Maevsky, Director of Department of development of networks of Macroregional branch of OJSC «Rostelecom», the expert Committee on the digital economy of the Leningrad regional branch of «Business Russia»:
«Abbreviation «HCS» most people today causes resentment, because they immediately see the Association with rusty pipes, poor cleaning of courtyards, untimely garbage collection, and others. The world is well developed digital technology. Appeared intelligent lighting control, create smart Parking, smart became possible disposal of waste, there are many options for surveillance and responses to different situations. However, the introduction of these technologies in the housing sector is hard-going. First, there is no clear business model, it is still unclear to entrepreneurs, the economic component of introducing new technologies in housing. Second, if the systems of the digital economy and created, then implemented locally, at household level».
Experts believe that to speed up the digitalization of housing and communal services will help public-private partnership. Therefore, the task of the state in the near future to create a model of coordination of different digital systems and to find opportunities to incorporate existing businesses. In turn, entrepreneurs should take on the implementation of business initiatives. Experts agree in opinion that the most suitable area for testing digital systems in housing at the level of public-private partnerships — Leningrad oblast.
Advisor to the Dean of the Economic faculty of Moscow state University on the digital economy, candidate of economic Sciences Elena Tischenko:
«In the Leningrad region there are all conditions for creating new businesses. In St. Petersburg are the nation’s leading universities: ITMO, which produces some of the world’s best programmers, Polytechnic University, whose graduates create the smart factory and the best world standards are able to do a fully digital counterparts. So we need to discuss a broadcast of the successful Russian experience in different sectors of the economy, including in housing. Here digital twins would be a great help from the point of view of organization risk, saving costs and modelling of the enterprises».
Public-private partnership will make the economy efficient and competitive utilities, experts believe. The interaction between state and business representatives will contribute to the emergence of national players who can take a world position in a new industry.
Meanwhile, some experts believe that transfer of utilities to the digital economy is impossible because of corruption in this sphere.
The representative of the blockchain-integrator System the company Bit Consulting Ilya Smirnov: «Who worked in the housing sector, knows how it all actually works. For example, in the theory of the garbage can digitize, but in practice it can be done. Because it is difficult to understand how far he was taken by 27 km from Saint-Petersburg or 150 km, as it is written in the papers. Therefore, speaking about the digital economy in the housing sector, it is necessary to understand that every technological solution gets into someone’s specific pocket.»
Experts also believe that the developers of blockchain-based platforms for the housing sector is unlikely to access personal data of the residents. Because it is impossible to tie a personal account of the owner of the apartment in any house, without combining with the bases of the police, tax service and the Rosreestr.
«Each of these departments has its own database. If you start to blindly apply one base to another, it will be identified inconsistencies, for which someone will have to answer. Besides, I doubt that someone will be able to Rob the Bank of Russia the function of splitting payments».
The concept of «digital economy» involves the development and implementation of decentralized decisions. Therefore, experts believe that it is pointless to try to create a local centralized solutions and hope that in the future they will unite in a large decentralized.
Executive Director of the Union «Leningrad regional trading-industrial chamber» Igor Muravev:
«The government needs to stimulate the creation of a single digital platform. It should therefore develop and implement certain standards. Otherwise, the digital economy will begin to engage a, which will appear a tangle of disparate parallel to each other databases.»
The Creator of the platform «Dominer» Konstantin Orlov: «Speaking about the digital economy in housing, it is important to pay attention to three points. First, we should consider the houses in each city. Second, we must promote among owners of new technologies that relate to the management houses. It is very important to explain to people why they are needed, and how digital projects will make their lives better. Third, the state should develop a common playing field for all market participants. Only by adhering to these three points, we can count on effective public-private partnership».
Innovative IT projects for the utilities already exist in the country. For example, the electronic platform «My.Dom» allows management companies to more efficiently exploit the country house. The mobile app helps to communicate the utility and resource providers within a single platform, take joint decisions and to control their execution. The credibility of the system is ensured due to the presence of smart contracts. According to experts, implementation of such a platform is the first step to the development of the digital economy in the housing sector.
The developer of the platform «My.Dom» Philippe Bugs: «it surprises Me when people build a luxury country house for 15 million rubles, but can’t collect some 20 000 rubles for the needs of the cottage settlement. In my opinion, this is because in the era of digitalization people do not know their neighbors. They know who lives near them, what kind of this person phone number what he does. I believe it increases the cycle of managerial decision-making and reduces the quality of life of the people.»
In the platform «My.Dom» there is no blockchain. According to the developers, they are now focused on attracting investment into the project. In the future mobile application will work on Ethereum. Then the creators of the platform are planning to rewrite it on Graphene, where there are different branded chain of transactions. This will increase the speed of the app and create a tripartite consensus history. Will appear different branches of blocks: inversion, transactional, and informational. It is planned that the platform «My.Dom» will start to work not only in Saint-Petersburg and the region, but also in other regions of the country.
Also, soon there will be a decentralized digital project management company. Planned, it will not be limited by local characteristics. In Moscow has developed and implemented a blockchain platform «Active citizen». There are many electronic trading platforms, which compete for tenders for the development of engineering infrastructure, housing maintenance and garbage removal.
In the near future, experts will develop a road map. It will contain a set of measures to create favorable conditions for the development of public-private partnerships. Also in the structure of the Committee on information and communication technologies LO TPP will be a working group for implementation in the Leningrad region elements of the digital economy in the housing sector. Experts will analyze the gaps in legislation that hinder the implementation of new technologies in the sector, and will promote promising for housing projects both at the stage of their development and implementation. At the same priority will be sectoral PPP projects. In addition, at the initiative of the chamber of Commerce LO appear expert group for the cryptocurrency, alternative investment vehicles and technologies.
Recall that the reason for the discussion on the digital economy in housing was the order of Prime Minister Dmitry Medvedev to consider the possibility of applying blockchain technology in the economy. The Prime Minister addressed the order of the Ministry of communications, Ministry of economic development and VNESHECONOMBANK. After Goadome appeared in the Advisory Council on digital economy and blockchain technology. He plans to launch a pilot blockchain projects in different sectors of the economy, including in the housing sector in 15 regions of the country: Bashkortostan, Buryatia, Tatarstan, the Crimea and other.
