All-Russia centre of studying of public opinion (VTSIOM) intends to use the technology of the blockchain during the procedure poll of citizens at the exit from polling stations after the vote (exit poll) in the presidential elections in Russia.
According to a press release from the center, this project will be one of the first examples of the use of such storage systems in the framework of electoral surveys in the world.
«The project involves the storage of data obtained as a result of the exit polls from the polling stations in the blockchain storage. It will not allow to make any external changes to data, impair the effectiveness of hacker attacks, will ensure transparency in the process of collecting and aggregation of data. If successful, the project will form the basis of the program «Digital VTSIOM», developed in the Centre and those planned for implementation in 2018-2021 years», – said in the text of the release.
According to head VTsIOM Valery Fedorova, the use of technology greatly increases the security of data against cyber attacks and reduce vulnerability in the transmission of information.
In turn, the Chairman of the Moscow city election Commission Valentin Gorbunov admitted the possibility of the introduction of the blockchain in the electoral system of the capital.
«Life is not in place, in particular this applies to technical progress. 30 years ago it was hard to imagine not only the use of Cohiba (complexes of processing of ballots) or CEG (systems for e-voting) in the elections, but also the opportunity of the publication of official information through the Internet. Now these technologies are becoming an indispensable part of the electoral process. Of course, in the future there will be some innovations in this sphere», – he said.
Earlier, the head of the CEC of Russia Ella Pamfilova admitted the possibility of the transition of the electoral system in the next few years on the blockchain, if Internet access in the country will be massive.
The speaker of the Moscow city Duma Alexey Shaposhnikov also sure that the electoral system in Moscow in the next 10 years may be supplemented by elements of the blockchain, and after 50 years, the blockchain will be able to fully replace the commissions.
